In a significant move to meet housing demand, the Housing and Development Board (HDB) launched a total of 10,209 flats during the July 2025 exercise, which includes 5,547 new Build-To-Order (BTO) flats and 4,662 Sale of Balance (SBF) flats. This initiative reflects the ongoing efforts by HDB to address the increasing need for affordable housing in Singapore. The flats are expected to cater to a wide demographic, from first-time buyers to larger families seeking suitable living arrangements.
Among the BTO flats launched, a noteworthy 2,601 units are designated as Prime BTO flats. This marks a significant milestone as it represents the highest proportion of Prime BTO flats offered in a single exercise since October 2024. The introduction of these Prime BTO flats is likely to generate heightened interest, given their appeal due to strategic locations and enhanced amenities.
The application period for these flats is set from July 23 to July 30, 2025, with an anticipated application rate between 3 to 3.5 times, indicating robust demand and competition among prospective buyers.
Key locations for the Prime BTO projects include Toa Payoh Ascent, featuring 741 units, and Clementi Emerald, which offers 753 units. Both locations are expected to attract significant competition due to their proximity to essential amenities, schools, and public transport options. Such high demand for these locations underscores the importance of accessibility and convenience in the housing market.
As urban development continues to evolve, the HDB’s emphasis on creating well-connected living spaces remains a priority.
In addition to the Prime BTO flats, the SBF category comprises remaining units from previous launches, providing additional opportunities for buyers who may have missed out on earlier applications. The inclusion of SBF flats serves as a strategic measure to ensure that the flats do not go unoccupied, thus maximizing the efficient use of available housing stock.

Looking ahead, the HDB has announced plans for the next BTO exercise, scheduled for October 2025, which will offer 9,100 flats across eight towns.
